Bangladesh, with its low-lying terrain and unique geographic location, has long been vulnerable to natural disasters. From the devastating cyclones of 1970, 1991, and 2007 to the catastrophic floods of 1988, 1998, and 2004, the country has faced immense challenges. Despite the government’s efforts and the support of humanitarian agencies, significant gaps remain in disaster awareness, policy implementation, and the capacity of disaster management committees at various levels.

The COVID-19 pandemic has further highlighted the need for robust disaster preparedness. School closures and the disruption of Disaster Risk Reduction (DRR) activities have left many communities, particularly in urban areas, with limited awareness of disaster risks. Even with the government’s push for vaccination, the rate remains at just 70%, with misinformation and lack of education contributing to vaccine hesitancy.

To address these challenges, the European Civil Protection and Humanitarian Aid Operations (ECHO) has partnered with the Bangladesh Red Crescent Society (BDRCS)International Federation of Red Cross and Red Crescent Societies (IFRC)German Red Cross (GRC), and Danish Red Cross (DRC) to launch the Pilot Programmatic Partnership (PPP). This initiative focuses on three key pillars:

  1. Disaster Risk Management (DRM): Enhancing the capacity of communities and institutions to anticipate, respond to, and recover from disasters.
  2. Epidemic and Pandemic Preparedness and Response (E/PP&R): Strengthening surveillance systems and health literacy to prevent and control disease outbreaks.
  3. Community Engagement and Accountability (CEA): Ensuring that vulnerable groups, including women, children, and the elderly, are actively involved in decision-making processes.

The PPP aims to improve early warning systems, develop contingency plans, and promote sustainable practices to reduce disaster risks. It also seeks to address the social and economic marginalization of vulnerable groups, ensuring that no one is left behind in times of crisis.
